Some factions appear to always have Independent Tech

Pretty much as written

Start new game
Select map
Select lost fleet
Select Drath
Remove Independent Tech
Start
Notice can build independent tech

V1.2.0.6

Edit: Other factions also appear to have this tech, but wouldn't have much else without it.
Sirak, SPQR, Human...

Perhaps some factions SHOULD have it and don't?
Is the tech only supposed to be ships?

Independent tech includes equipment (guns and shields), ships, colonies, and factories. Many of the factions use default stuff already. AI Core is totally different and doesn't use any of the default stuff. Crystal and Organic have all of their own stuff except colonies. Ceridan and Pirate have their own special factories, but can use default shields weapons and colonies. And the rest can build all the default factories in addition to their unique ones.

You have the option to take the Independent tech group in addition to (or in place of if you select None) the core tech groups. This lets you build their ships and factories and use their shields and weapons and colonies. In general the independent ships aren't as good as the other faction's ships and most factions have good factories. So unless you're filling in a hole you don't really need this. For instance the Ceridan have no carriers normally, the Pirates have a crippled economy due to lack of regular stations, and you may want to use standard weapons if you don't like the Crystal or Organic ones.

Yeah the weird thing is when you elect NOT to take independent tech and get duplicate dock choices.
(2 shipyards, one independent and one faction specific)

It feels like something is not quite right as many other factions would have to pay for that benefit.

I get the idea in general, but there seems to be something strange with the way it is currently implemented.

Yeah, ideally the faction-specific ones should overwrite the default ones when that faction has faction specific factories and docks of that type and you're not electing to take the independent tech. Although even then, there isn't a reason to take the independent tech on the factions that use standard factories - since faction specific stuff is generally better. It's only useful on factions that have holes to fill. Or if you just like the independent ships.

It depends on the faction's specific tech group. It's not very clear but not a bug in itself.

I probably need to review how it's organized at some point, but it's not high on the to-do list.
